New York Quarantine Applies to All International Travelers from Level 2 and 3 Countries

New York's Mandatory 14-Day Quarantine Applies to International Arrivals from CDC Level 2 and 3 Countries, per an Executive Order signed by Governor Cuomo. Since many international borders are closed, the focus until recently has been New York's 14-Day Quarantine for Arrivals from Other U.S. States. But as more New Yorkers travel to the Caribbean, coupled with the CDC ending enhanced health screening at airports and COVID-19 case increases in a number of countries, New York's Department of Health will step up its efforts to alert travelers arriving from CDC Level 2 and Level 3 countries that they face a mandatory 14-day quarantine, and must complete a New York State Health form or face a $2000 fine.

So which are the CDC Level 1 countries and territories from which arriving travelers are exempt from New York's quarantine? Currently there are just 31 such places, most of them tiny, at least in terms of population, although largest on the list by population size, Thailand, is ~70 million.
