Hawaii Will Soon Exempt Fully Vaccinated U.S. Visitors from COVID-19 Testing and Quarantine. As soon as 60% of Hawaii's population is fully vaccinated, Governor David Ige announced that all arriving travelers from the continental U.S. and U.S. territories will be exempt from COVID-19 testing and quarantine, with proof of vaccination in the U.S., through the Hawaii Safe Travels program. This makes Hawaii's reopening to vaccinated travelers contingent on a specific percentage of Hawaii state residents being fully vaccinated. Previously, Ige has targeted July 4, 2021 to allow vaccinated U.S. travelers to Hawaii to skip COVID-19 testing.

Currently 52 percent of Hawaii's population is fully vaccinated, and 59% have gotten a first dose or scheduled a vaccine appointment. Of U.S. states, Hawaii is second only to Vermont in terms of percentage of its population who are vaccinated.

As of June 15, 2021, Hawaii is ending all restrictions on inter-county travel among the Hawaiian islands, making it much easier for both locals and visitors to island hop (perfect timing for our clients who have Hawaii trips scheduled mid-June and later).

Full reopening will occur once 70 percent of Hawaii's population has been vaccinated: at that point Hawaii will close down its Hawaii Safe Travels program and lift the remaining restrictions, including indoor mask requirements.

Hawaii has been one of the most popular destinations for Americans during the pandemic, thanks to its low COVID-19 rates and because, as a U.S. state, no COVID-19 testing is required prior to returning home. Since January 2021, the U.S. has required negative coronavirus test results for all international arrivals.

That said, Hawaii's requirement of a negative result from a COVID-19 test taken with a Hawaii Trusted Travel Partner, within the 72 hours prior to the departure of the last flight leg to Hawaii has been a challenge for some visitors because of the tight turnaround required to receive results. Results received after departing on a flight to Hawaii are too late and subject the traveler to Hawaii's mandatory 10 day quarantine.
