Costa Rica Will Allow Some Americans to Visit Starting September 1, 2020. Initially, only residents of the following U.S. states, which have low rates of coronavirus, will be allowed in. Visitors will need a U.S. driver's license showing they are resident in one of the below states:
- New York
- New Jersey
- New Hampshire
- Vermont
- Maine
- Connecticut
Costa Rica already allows in citizens and residents of the EU, Schengen Zone, the UK, Canada, Uruguay, Japan, South Korea, Thailand, Singapore, China, Australia and New Zealand.

Coronavirus Test and Medical Insurance Also Required
Visitors to Costa Rica will also need to have a negative result from a RT-PCR test taken within 48 hours prior to traveling to Costa Rica, which is likely to be problematic for many U.S. travelers, as there are laboratory backlogs that result in many PCR test results not being provided for 72 hours or more. Be sure to call and check whether a given test center will be able to obtain the results in time.
Costa Rica also requires each visitor to have medical insurance, valid for travel in Costa Rica, that will cover medical expenses of at least $50,000 should the traveler become ill from COVID-19 in Costa Rica. The coverage must also include a minimum of $2000 for lodging expenses incurred during COVID-19 treatment. Costa Rica insurers INS and Sagicor provide insurance policies that meet these requirements.
Finally, visitors will also need to complete a Costa Rica Health Pass.
