Updated 1/24/22: The UK will eliminate all COVID-19 testing for fully vaccinated visitors effective February 11, 2022 4am UK time. Transport Minister Grant Shapps announced the update. Until 2/11/22 fully vaccinated arrivals will still be required to book and take a COVID-19 test within the first two days of arriving in the UK, as below.

The UK Has Loosened COVID-19 Testing Requirements for Fully Vaccinated Visitors, effective January 7, 2022 from 4am UK time. Previously international arrivals had to have negative results from a PCR test prior to departing for the UK, and also had to quarantine while awaiting their arrival or “Day 2” test.
But as UK COVID-19 cases have increased exponentially with the current Omicron surge, the testing of fully vaccinated visitors contributed little in terms of reducing COVID-19 community spread, while deterring would-be travelers to the UK.
With the new policy, fully vaccinated arrivals must still book and pay for a COVID-19 test to be taken within the first two days after arrival in the UK (most visitors will want to take it upon arrival) and also complete a passenger locator form within 48 hours prior to arrival in the UK. Those arriving after January 9 4am UK time may reserve and take a lateral flow (antigen) COVID-19 test as their required 2 test; these lateral flow tests will be available for booking . Passengers arriving before 1/9/22 4am will need to take a PCR test. In either case, if the result is positive, you must self-isolate. If the test taken was a lateral flow test, you should take a PCR test.
Fully vaccinated visitors from the U.S. need a CDC card that shows the bearer has had a full course of a U.S. FDA approved vaccine; the California Digital COVID-19 Vaccine Record, New York State Excelsior Pass Plus and Washington State WA Verify Pass are also accepted. Visitors from other countries should consult the UK COVID-19 Proof of Vaccination page.
