JetBlue has Announced It Will Waive Cancellation and Change Fees for New Bookings Between February 27-March 11, 2020, for travel completed by June 1, 2020. This will apply to all fares, even Blue Basic fares that are normally wholly non-refundable. It won't apply to fares booked before 2/27/20, however.
Why is JetBlue Waiving Change and Cancel Fees for New Travel 2/27-3/11?
Coronavirus is giving many travelers pause, even when their plans don't involve travel to any of the places where there have been coronavirus cases reported. Even normally unflappable friends of ours, when choosing a place for us to have dinner at in NYC, purposely nixed their favorite Chinese place, and apparently others have had similar concerns since NYC's Chinatown restaurants have suffered such steep declines in customers that they're having to fire staff. And keep in mind that at time of writing, no one in NYC has been diagnosed with the novel coronavirus. But back to JetBlue.
JetBlue realizes that fears and uncertainty about the trajectory of the coronavirus are causing people to hold back on making travel plans, so the waiver on change and cancel fees is to help potential customers pull the trigger and book a flight, knowing that they can cancel or change it without penalty should their plans change.

Does the Waiver on Cancellation Fees Mean a Fare Will be Refunded to the Credit Card Used?
No; keep in mind that the fee-free cancellation will be in the form of a travel credit, JetBlue's Travel Bank, for use on a future itinerary. You have 1 year from the date of issuance to use JetBlue Travel Bank credit.

What are the Savings?
Usually, JetBlue charges fees ranging from $75-$200 to change or cancel Blue and Blue Plus fares, and $200 for JetBlue Mint fares. More expensive Blue Extra fares don't have a change fee, but do require any difference in fare to be paid, while Blue Basic fares are wholly non-changeable and non-refundable.

Another Way to Get JetBlue Cancellation Fees Waived
Keep in mind that if JetBlue changes your flight time significantly after you book, you may be able to get change or cancellation fees waived. We recently had two JetBlue flights that each changed by >60 minutes, and were able to cancel both of them without penalty.
