Updated: Hawaii will NOT require booster shots for fully vaccinated visitors. The Hawaii Safe Travels will continue to exempt from quarantine and testing visitors who are fully vaccinated at least 14 days before arrival.
Hawaii is Likely to Require a Booster Shot from February 18, 2022 for the Hawaii Safe Travels program, to be exempt from the state's 5-day quarantine requirement. The 2/18/22 date was mentioned as the target date by Honolulu Mayor Rick Blangiardi on 1/19/22, although Governor Ige hasn't yet made an official announcement; he's mentioned that staffing and software logistics issues must be resolved before announcing the implementation date. Blangiardi noted that he would “consider moving Safe Access Oahu in tandem [with the February 18 date].”
As we wrote in Destinations Requiring COVID-19 Boosters, Ige has promised at least a couple weeks of advance notice in order to enable visitors with planned trips to Hawaii to obtain their booster shots.
For unvaccinated travelers wanting to skip quarantine, the alternative is to have negative results from a COVID-19 test taken with a Hawaii Safe Travels Testing Partner within the 72 hours prior to boarding the final flight leg to Hawaii.
Starting 1/24/22, Maui will require COVID-19 booster shots for everyone age 12 and older who are at least 6 months past their Moderna or Pfizer second dose, or at least 2 months past a single dose of Johnson & Johnson, in order to be considered fully vaccinated so as to dine indoors or visit shared indoor spaces such as bars, concerts, indoor sports venues, conferences, etc.
Maui in particular has seen a sharp increase in new COVID-19 cases, which have increased 20X from a 7-day average of 32 per day on 12/21/21 to 629 per day on 1/19/22. Hospitalizations currently number 41, vs. 3 hospitalized patients 1 month ago. Maui's positivity rate is also the highest in Hawaii, at 22.5%.
