Greece is Reopening to Foreign Tourists This Summer, Starting June 15, 2020, although there's a tiered approach depending on which region visitors are traveling from and the results of their coronavirus test.

June 15-30
So far, the restrictions below are for arrivals during June 15-30, although they may well be extended further.
Visitors who are arriving from an airport in the EASA Restricted List, which in the U.S. includes all airports in Alabama, Arizona, California, Colorado, Connecticut, Florida, Georgia, Illinois, Indiana, Louisiana, Maryland, Massachusetts, Michigan, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, Texas, Virginia and Washington, must be tested for coronavirus on arrival and stay the first night at a designated hotel. If the test is negative then the passenger must self-quarantine for 7 days. If the test is positive, the passenger will be quarantined under government supervision for 14 days.
Visitors arriving from outside the EASA Restricted List airports will only be randomly tested for coronavirus.
During June 15-30 international flights are only permitted into Athens and Thessaloniki.

July 1 and Onwards
So far, for arrivals from July 1 and onwards, international flights are permitted into all airports in Greece, and visitors are only subject to random coronavirus testing, although additional restrictions are likely to be kept in place for arrivals from certain countries.

Greece Coronavirus Status
Greece imposed a lockdown on March 23 and to date, has confirmed 2918 cases, with only 179 deaths. With tourism and related economic activity about 20% of Greece's economy, there's significant pressure to try to salvage as much of the 2020 summer season as possible, in a safe way.
