Oahu and Maui Restaurants and Airline Lounges Require Guests to Be Fully Vaccinated to Dine Indoors. In the case of Oahu, whose Safe Access Oahu rules went into effect 9/13/21, guests may alternatively provide a negative result from a COVID-19 test taken within the 48 hours prior to dining. Maui's rule, Safer Outside, which takes effect 9/15/21, requires fully vaccination for all guests 12 years old and older, with no testing alternative. Here are the details:

Oahu

Businesses Affected: Restaurants with indoor dining (including airline lounges, such as the Four Seasons Lanai Lounge at HNL, United Club, etc.), museums, movie theaters, tourist attractions and other indoor entertainment venues, fitness centers and indoor pools

Guest Rules: Guest must provide proof of full vaccination using a U.S. FDA or U.S. FDA EUA approved vaccine, via a state approved digital application, a hard copy of a state approved vaccination card, or a photograph of the vaccine proof.

Exemptions: Proof of negative result from an FDA EUA approved COVID-19 test taken within the previous 48 hours; children under 12 years old; guest who is indoors 15 minutes or less

Penalties: If a guest refuses to comply the business may contact the Honolulu Police Department. Business owners that are noncompliant can be subjected to fines up to $5000 or one year imprisonment or both

Maui

Businesses Affected: Restaurants and bars with indoor seating, gyms, fitness centers, other social/high risk businesses

Guest Rules: Guests must show proof of fully vaccination (be at least 2 weeks past the second or final dose of a US FDA/US FDA EUA approved vaccine). Acceptable proof is a completed vaccination card showing the type of vaccine and date last dose administered in original, photocopied or digital form.

Exemption: Children under 12 years old

Penalties: Non-compliant businesses could be shut down
